“Transform at least one Marine Infantry Regiment into a Marine Littoral Regiment.”

What has happened

  1. Not started

Already true before the evidence window: the Marine Corps redesignated the 3rd Marine Regiment as the 3rd Marine Littoral Regiment in March 2022 - one infantry regiment transformed, which is all the Quote asks - and converted the 12th Marine Regiment into the 12th MLR in Okinawa. CRS reports both MLRs established in III MEF, the 3rd at initial operating capability in December 2023 and the 12th projected for 2026. The one in-window development runs the other way: in his October 2025 Force Design update the Commandant decided the 4th Marine Regiment "will be retained in III MEF as a reinforced Marine Infantry Regiment", a change from the original intent to establish three MLRs.

Research notes

Instrument: a service force-structure decision, found in CRS R47614 v7 (2025-11-24) and, since 2026-09-03, in the Commandant’s own October 2025 Force Design Update.

marines.mil is not a wall (2026-09-03). It can be read: the Force Design Update PDF (5.5 MB, created 2025-10-21, its InDesign source file named 20251021_Force_Design_Update_2025_Oct) was read in full. It is now the Primary for the in-window decision this event turns on, alongside CRS. In full:

4TH MARINE REGIMENT. 4th Marine Regiment will be retained in III MEF as a reinforced Marine Infantry Regiment, preserving its core mission while preparing to respond to potential crisis and conflict. We determined through the Campaign of Learning that two MLRs and one reinforced Marine Infantry Regiment in III MEF is the optimal force composition to meet III MEF’s missions and objectives. The Marine Corps will provide previously programmed MLR-associated equipment and personnel to III MEF to be task organized in support of the commander’s objectives.

Dating: the cover reads “September 2025” and every page footer reads “October 2025”; the document carries no day, so it is dated at the PDF’s creation date, 2025-10-21, which matches both the footer month and the InDesign filename.

  • The item is marked Already true on the Quote’s own terms (“at least one”), which two conversions already satisfy. The in-window decision not to convert a third regiment is recorded in the event note and attached as Evidence because it is contrary action on the ask.
  • Confirmed 2026-09-01, Already true kept. A transfer ask, not a preserve or continue ask, so Already true is available; “at least one” was satisfied twice over on 2025-01-20, so nothing in the ask remains outstanding. The October 2025 decision to keep the 4th Marines an infantry regiment is action inside the window and belongs in the note, which under the rule for Already true as amended 2026-09-01 does not defeat an Already-true mark that describes the world on 2025-01-20.
  • Checked 2026-09-06, in a review of every Already-true item: the mark stands. Under the rule for Already true as amended 2026-09-06 the mark is lost only where the ask’s object is undone. The object here is the Quote’s own “at least one” regiment transformed, and the two conversions that satisfy it - 3d MLR and 12th MLR - are intact: the October 2025 Force Design Update, re-read in full on 2026-09-06, reports both established in III MEF, 3d MLR at IOC in December 2023 and 12th MLR projected for 2026. The in-window decision to retain the 4th Marine Regiment as a reinforced infantry regiment declines a further conversion the Quote never asked for; it is a change of degree, not of kind, and it stays in the note. Contrast #219 on the same printed page, whose Already-true mark came off in this review because the Corps began adding structure back to the object itself.
