No commission was created. "Regulatory Reduction Commission" returns nothing in any Federal Register document type published since 2025-01-20, and the six commissions this President established by executive order in the window — Make America Healthy Again, Religious Liberty, Make America Beautiful Again, the Military Spouse Commission and the two White House task forces — have no regulatory-review remit. The deregulatory machinery he did build is different in kind from the one the Quote describes: Executive Order 14192 of 2025-01-31 imposes a ten-for-one repeal ratio on agencies, and Executive Order 14219 of 2025-02-19 has agency heads and DOGE Team Leads review their own regulations and feed the Unified Regulatory Agenda. Both leave the review inside the agencies and neither sends repeal packages to Congress. The bills that would create such a body are in committee: H.R. 489, the Federal Agency Sunset Commission Act of 2025 (referred 2025-01-16), and S. 648, the SCRUB Act of 2025 (referred 2025-02-20), which establishes a review process rather than a commission.

requires_congress: the President could appoint such a commission by executive order, and did not. - The boundary is flagged for the consistency pass. The alternative reading is partial, because EO 14219 does produce an annual government-wide review of the Code of Federal Regulations. It was rejected on §3b’s “progress is measured on this ask”: the Quote names a presidentially appointed commission that sends repeal packages to Congress, and neither element exists — agency self-review under OMB supervision is the thing the Quote’s authors are proposing to replace.
