Refocus the Indo-Pacific Economic Framework on trade issues only

“Reorient the proposed Indo-Pacific Economic Framework for Prosperity to focus only on trade issues, which it currently ignores in favor of progressive wish-list policies.”

The Indo-Pacific Economic Framework was neither refocused nor formally abandoned; it simply stopped. The phrase "Indo-Pacific Economic Framework" appears in no Federal Register document of any type published since 2025-01-20, in no whitehouse.gov presidential action, and in no bill of the 119th Congress. USTR's 2025 Annual Report mentions IPEF exactly twice, both times in the annex list of agreements in force — the Agreement on the Indo-Pacific Economic Framework for Prosperity of 2024-10-11 and the Fair Economy agreement of 2024-10-12 — with no account of any activity under either. What the administration built in the region instead is a set of bilateral Agreements on Reciprocal Trade (Cambodia, Malaysia, Thailand, Viet Nam in October 2025; Taiwan in February 2026), which is a different instrument from a reoriented plurilateral framework.

Research notes
- Contested Recommendation from “The Case for Free Trade”.
- §3b’s “progress is measured on this ask” governs. Abandoning IPEF is not reorienting it, and the record does not even show abandonment — it shows silence. not started with the silence documented is the honest reading; a later pass that finds a withdrawal instrument should record it as a separate event rather than reading one into this one.
- The negative was checked four ways because a conspicuously empty policy area is the shape of a
false negative (
source-apis.md, round 5): Corpus grep across all eleven files, Federal Register full text, USTR’s own annual report, andwww.trade.gov/ipef(404). - The two agency routes were re-measured on 2026-09-05 (read-queue ticket 02 round 2), and
they are not the same kind of fact.
www.trade.gov/ipefis a genuine 404: the body is the International Trade Administration’s own “404 — Page Not Found” page, not a soft 404 served with a 200. Better than the single path,www.trade.gov’s sitemap was harvested in full — 13,206 URLs across five children — and contains no IPEF page at all, while carrying eight live Indo-Pacific pages on other programs (the Indo-Pacific Commercial Service, the virtual connection program, regional webinars, Japan-funded infrastructure opportunities). ITA ran IPEF Pillars II–IV for Commerce and publishes nothing about it.commerce.govsays nothing either way and cannot be made to. The queue row readwww.commerce.gov/ipef’s HTTP 403 as a fact about IPEF; it is a fact about the host.www.commerce.gov/— the apex, with no path at all — returns the same 403 with a byte-identical 3,384-byte body, and that body is a Cloudflare interstitial (“Just a moment…”), not a page. Every commerce.gov path answers it. No negative and no positive may be taken from that host, and the row’s request that a human “open Commerce’s IPEF page” would not have distinguished a retired page from a bot wall.
- This row does not need a human and does not change the rung. The Status was already leveled correctly: abandoning IPEF is not reorienting it, and what the agency record adds is that ITA has removed IPEF from its site rather than announcing anything about it. not started stands, and the note now rests on a bounded agency negative as well as on the four earlier checks.
