Develop a National Energy Security Strategy
Printed page 370 12. Department of Energy and Related Commissions
“DESAS should analyze U.S. international energy security interests and develop a National Energy Security Strategy (NESS).”
What has happened
- Not started
No National Energy Security Strategy, and no DOE analysis presented as one, was found. The National Energy Dominance Council created by EO 14213 in February 2025 is an interagency council with a policy remit, not the strategy document the Quote asks for.
No action found yet. This entry is the starting point, not a finding.

Research notes
Covered by the negative search run once for the asks on pages 370 and 389: searches for “National Energy Security Strategy” and “NESS” across the Federal Register records, whitehouse.gov presidential actions and 119th-Congress bills we keep and search returned nothing.
