EO 14303 directs agencies to produce and use science that is reproducible, transparent, subject to unbiased peer review and not shaped by predetermined outcomes. It is the only government-wide instrument found that bears on the Quote's ask. No EIA-specific implementing action was found: no EIA order, directive or Federal Register notice adopting the standard, and no change to EIA's statutory independence under 15 U.S.C. 772(b).

Searched for an EIA-specific instrument and found none. The Annual Energy Outlook 2026 (released 6-8 April 2026) does add a Counterfactual Baseline case among its eleven scenarios and publishes its assumptions, methodologies, open-source NEMS code and a periodic Retrospective (https://www.eia.gov/outlooks/aeo/narrative/index.php, read 2026-08-31); that is an EIA product decision, not an instrument responding to this ask, so it is context rather than Evidence.
