Direct FECM appropriations toward energy security and supply
Printed page 377 12. Department of Energy and Related Commissions
“Focus on energy security and supply. Absent elimination of FECM, Congress should direct FECM appropriations toward increasing energy security and supply.”
What has happened
- Attempted
Congress did not redirect the appropriation: P.L. 119-74 funds Fossil Energy at $720,000,000 under the long-standing research and development heading. The executive routed around it — the renamed Hydrocarbons and Geothermal Energy Office states an energy security and supply mission across coal, oil and gas, geothermal and the SPR, and its 2026 funding opportunities are for oil and gas recovery, produced water management and subsurface energy. Executive action on a Requires-Congress ask that leaves the statute and the account intact is `attempted` (playbook 3b).

Research notes
The Quote is conditional — absent elimination of FECM, Congress should direct FECM appropriations toward increasing energy security and supply. FECM was not eliminated (see #956), so the condition is live, and Congress has not acted.
