The entity half is delivered: State's Combating Discriminatory Equity Ideology in Foreign Assistance rule makes suspension or debarment an express remedy against implementers and grantees that breach the award term, with the term flowed down to sub-recipients. The staff half remains a directive without a documented result; USAID's workforce was separated wholesale when the agency closed on 2025-07-01, which is not the targeted dismissal for ideological agitation that the Quote asks for.

The Presidential Memorandum "Removing Discrimination and Discriminatory Equity Ideology From the Foreign Service", addressed to the Secretary of State and the Administrator of USAID among others, directs the Secretaries to determine whether any current Foreign Service Member has knowingly and wilfully engaged in illegal discrimination "including actions motivated by discriminatory equity ideology" and, where they have, to take appropriate action or refer presidential appointees to the President. No dismissals on that ground are documented in an allowlisted source.
