Eliminate funding for partners that promote DEI practices
Printed page 258 9. Agency for International Development
“It should eliminate funding for partners that promote discriminatory DEI practices and consider debarment in egregious cases.”
What has happened
- Done
Both halves of the ask - defunding and debarment - are now standing award terms. State's Combating Discriminatory Equity Ideology in Foreign Assistance rule (2 CFR, effective 2026-02-26) conditions foreign assistance on the recipient not promoting discriminatory equity ideology, requires the term to be flowed down to sub-recipients, obliges recipients to open their books on reasonable cause, requires termination on violation unless corrective action is warranted, and provides for suspension of payments and "[s]uspension or debarment" plus refund of amounts spent in violation.
- Attempted
Executive Order 14151 required termination of all equity-related grants and contracts and of DEI performance requirements for grantees; Executive Order 14173 required a certification in every grant award that the recipient does not operate DEI programs violating Federal anti-discrimination law.
