Congress diverted unobligated IIJA balances, but not to Environmental Management. P.L. 119-74 section 311 moved $3,100,000,000 into Nuclear Energy and $375,000,000 into the Grid Deployment Office heading, drawn from the civil nuclear credit program and four Energy Policy Act accounts; EM's cleanup accounts received none of it. P.L. 119-21 section 50402 rescinded IRA balances to the Treasury rather than redirecting them.
