Eliminate funding to partners that engage with Chinese entities
Printed page 256 9. Agency for International Development
“It should finance programs designed to counter specific Chinese efforts in strategically important countries and eliminate funding to any partner that engages with Chinese entities directly or indirectly.”
What has happened
- Not started
No eligibility bar on partners that engage with Chinese entities was found. The three foreign-assistance award-term rules State issued on 2026-01-27 impose conditions on abortion, gender ideology and discriminatory equity ideology, and none of them mentions China, Chinese entities or the Chinese Communist Party. A Federal Register phrase search for "Chinese entities" over the whole window returns four documents, all Commerce, USTR or FCC trade and export-control actions and none a foreign-assistance condition. Counter-China money was added (the $400 million Countering PRC Influence Fund, #644) rather than partner eligibility restricted.

EO 14332 grant-process sweep (2026-09-29). Executive Order 14332 (2025-08-07) puts every agency’s funding announcements and discretionary awards under senior-appointee review and a test of the President’s priorities. Under the rule we settled on 2026-09-29, it counts only where an ask’s object is review, clearance or priority-alignment of an agency’s awards. This Quote’s object is partner eligibility tied to engagement with Chinese entities, and the order names no such bar. Status unchanged.
