The Department's public posture is now affirmatively pro-hydrocarbon overseas - "we are pro-energy in the U.S. and abroad ... we're also happy to cooperate with others everywhere, to produce more oil and gas there" - but that is a statement of policy, not a foreign-assistance program supporting the responsible management of developing-country oil and gas reserves, which is the Quote's second half.
