Emphasize exportability in the initial development of U.S. defense systems
Printed page 101 4. Department of Defense
“Ensure that senior U.S. military leadership emphasizes exportability in the initial development of defense systems that are both available and interoperable with our partners and allies.”
What has happened
- Partially done
EO 14383 sec. 5(a)(iii) puts the service acquisition executives of the military departments on the Promoting American Military Sales Task Force as ex officio members, required to report on actions taken "to accelerate the contracting of priority FMS cases and ensure exportability of identified priority systems," with the task force convening quarterly. Senior military leadership is now accountable for exportability; no requirements document has been shown to carry it.
- Partially done
Public Law 119-21 sec. 20004 appropriates $500 million to expand the Defense Exportability Features program and $10 million to expand the Department's armaments cooperation workforce — money behind designing for export rather than an instruction to senior leaders.
- Attempted
EO 14268 sec. 2(e) makes it administration policy to lower unit costs "by integrating exportability features in the design phase," and sec. 3(d) requires the Secretaries of State and Defense, within 90 days, to submit a plan to the President to "secure exportability as a requirement in the early stages of the acquisition process." A directive; the plan is not public.

Research notes
EO 14268 defines “exportability” as building technology protection features into U.S. defense systems early in the acquisition process, and orders a plan to make it a requirement at that stage. EO 14383 then puts it under a standing task force.
