Fund more contracting capacity in all services to speed foreign military sales

Partially done

Printed page 102 4. Department of Defense

“Immediately fund more contracting capacity in all services to decrease the contracting timeline and improve the delivery of defense articles to our global partners.”

What has happened

  1. Partially done

The FY2026 NDAA sec. 1211 requires the Secretary to ensure that acquisition workforce members working foreign military sales are evaluated on responsiveness to partner requests and on meeting delivery schedules, and to update FMS execution guidance within 180 days; sec. 1212 requires purchaser-informed acquisition strategies for letters of offer and acceptance and lets prime contractors pre-order long-lead government-furnished equipment before a case is signed; sec. 1214 requires an assessment and the establishment of an office to support allied acquisition of non-program-of-record systems. Requirements and one new office, funded from existing accounts rather than by the immediate increase in service contracting capacity the Quote asks for.

  2. Partially done

Public Law 119-21 sec. 20004 appropriates $10 million for the expansion of the Department of Defense armaments cooperation workforce and $25 million for the industrial base policy analysis workforce — a fraction of the $25 billion munitions title, and not contracting capacity in each service.

Research notes

The Quote asks for funded contracting capacity in all services. What the record shows is money for the security cooperation and armaments cooperation workforce, plus enacted requirements aimed at the same delay.
