No bill in the 119th Congress proposes to narrow the USDA's statutory mission or role. The two agriculture vehicles that did move go the other way: the reconciliation act (P.L. 119-21, 2025-07-04) extended and enriched the commodity, crop-insurance and nutrition titles, and the House-passed farm bill (H.R. 7567, passed 224-200 on 2026-04-30) reauthorizes every existing title including new conservation-easement and trade-promotion programs. Statutory mission narrowing would have to appear either as a standalone organic-act amendment or in a farm bill title; neither exists among the 119th-Congress bills we keep and search.
The USDA reorganization (Secretarial Memorandum SM-1078-015, July 2025) moved staff and renamed the Food and Nutrition Service; it did not change the department’s statutory role, and it is executive action in any case. #802 owns that trail.
The department’s own mission statement page could not be opened by automated reads, and was set aside to be read by hand.
