“The Food and Nutrition Service that administers the food and nutrition programs would be eliminated.”

What has happened

  1. Not started

Not eliminated. Under the July 2025 USDA reorganization the Food and Nutrition Service and its mission area were renamed the Food and Nutrition Administration (effective 2026-06-01), its Northern Virginia headquarters is closing and regional offices are consolidating into hubs, but the agency continues to administer all 16 nutrition programs inside USDA; USDA states that no programs are being eliminated.

Research notes

  • The reorganization that stopped short of the ask is cited as Evidence on the not started event above: it is the action that moved elsewhere. The Mandate’s ask presupposes moving the programs to HHS (#774), so a rename inside USDA is not a step toward it. The FNA reorganization page also gives HQ vacated by 2026-08-31 and hubs open by summer 2027.
  • Secretarial Memorandum SM-1078-015, the instrument behind the reorganization, is linked at usda.gov but refused automated reads — a lead, not Evidence; whether it says anything about HHS is unconfirmed.
  • Congress: no bill among the 119th-Congress bills we keep and search titled to abolish FNS; the House-passed farm bill (H.R. 7567) names “the Food and Nutrition Service” as a continuing agency.
  • Federal Register: no notice of an FNS reorganization or termination (searched all document types for “Food and Nutrition Service” with “reorganization”).
