What Congress did in the window was pass two short clean extensions of Title VII — P.L. 119-84 (2026-04-18, to 2026-04-30) and P.L. 119-87 (2026-04-30, to 2026-06-12) — neither of which contains reform or codification language, and then let the authority lapse on 2026-06-12 after H.R. 9238 failed on suspension 198-218. Reform bills (S. 3696, S. 4738, S. 4739, S. 4740) were introduced and referred only, which is `not-started` on the Requires-Congress ladder.
