Moved nearby, not delivered — and the row that raised this can now be answered from the Primary source. `state.gov` is readable to a browser User-Agent, and its press-release sitemaps enumerate 2,339 releases from 2025-04 to 2026-09; fourteen of them are Quad releases and the three most likely to carry an intelligence commitment were read in full. The Joint Statement on the 3rd Quad Counterterrorism Working Group meeting, released by the Office of the Spokesperson on 2025-12-06 after the group met in New Delhi on 4-5 December 2025, records that "the Quad member countries exchanged assessments on the terrorism threat landscape" and that they "emphasized the value of continued information sharing on terrorists, terrorist organizations, and their proxies", with a commitment to reconvene in 2026. Two things stop that being this ask. The Quote's grouping is "nations trying to counter the threat from China", and China and the PRC appear nowhere in the statement — its subject is terrorism throughout. And the CTWG is standing machinery: this was its third meeting and the sharing it endorses is "continued", which playbook §3b treats as moved nearby rather than delivery (the NSPM-1 precedent at #60). The 2026 Quad Foreign Ministers' statement (New Delhi, May 2026) carries two information-sharing commitments, on undersea cable protection and on humanitarian assistance and disaster relief, neither of them intelligence; the 2025 Washington foreign ministers' statement carries none. No intelligence-sharing expansion with the Quad or any comparable grouping is recorded on any allowlisted source. "Quad" appears four times in P.L. 119-60 and every hit is either the Quadrennial Review of Military Compensation or a sense-of-Congress paragraph on broadening United States engagement with India through the Quadrilateral Security Dialogue in defense and maritime terms, with no intelligence-sharing element. The Act's intelligence-sharing provisions run to other partners: section 6702 (allies on CCP efforts in Europe), section 6612 (foreign adversary biotechnological threats) and section 6623 (critical and emerging technologies).

Corrected on 2026-09-03: State Department release pages on state.gov can be read, and the site’s sitemap lists them. What is unusable is state.gov’s own search: it returns the site’s front page, or the same ten results, for every term, real or nonsense. A negative taken from a state.gov site search would therefore be false; the sitemaps are the reliable list.
Intelligence-sharing arrangements with foreign partners are largely unpublished in any case; this is one of the asks with no public instrument at any point.
