Have the Office of Intelligence and Counterintelligence report directly to the Secretary

“Improve accountability and utilization. IAC should be led by a qualified appointee and report directly to the Secretary and Deputy Secretary. IAC will require strong political leadership, which means finding an appointee with an IC background.”

Neither checkable half is met. No appointment of a head of the Office of Intelligence and Counterintelligence was found on the roster or on an allowlisted page, and no order changing the office's reporting line: IN appears among the staff offices on DOE's organization chart of 3 August 2026, the same place it occupied on the November 2025 chart. **Unassessed clause:** the Quote asks that the office "be led by a qualified appointee" and that the appointee have "an IC background", which name qualities of a person, and this site does not assess an appointee's personal qualities (GLOSSARY.md, *Unassessed clause*). Removing that clause does not lift the rung — there is no appointment to assess, and the reporting line the Quote asks for was not changed in the window.

Research notes
An appoint ask, so the first check was the roster of people credited in the Mandate: none of their current offices is in the DOE Office of Intelligence and Counterintelligence.
DOE’s staff offices are described as reporting directly to the Office of the Secretary, which is arguably the reporting line the Quote asks for; but that arrangement predates the evidence window. That reading is a judgment call.
Reviewed 2026-09-06. A clause about a person’s qualities is an Unassessed clause, and reading it that way did not change the Status. An earlier note called the qualified appointee “the Quote’s operative ask”, which is the wrong way round: the operative asks are the two checkable ones — is the office led by an appointee, and does it report where the Quote wants — and both fail on the record. Whether a hypothetical appointee would be “qualified” or carry “an IC background” is not something this site levels.
