Moved the other way, and there is now a Primary document for it. ODNI 2.0, announced 2025-08-20, cut ODNI by "nearly 50%" — "since DNI Gabbard's first day, ODNI has already reduced its size by nearly 30%, with more than 500 staffers now off the books" — and the IC-wide reductions ODNI is coordinating total "approximately $1.3 billion in annual recurring costs". The office that leads this mission was refocused rather than expanded: NCSC "will focus on security clearance reform, deterring counterintelligence threats, and oversee investigations and BDA of unauthorized leaks of classified information". Government Executive adds what the Primary does not say: by 2025-09-11 NCSC had gone "from five directors to just one", with severe further cuts expected. No counterintelligence or security hiring is announced anywhere in ODNI's complete 536-item public inventory (`odni.gov/feed/`, read in full 2026-09-03, spanning 2005 to 2026-08-20), and the only in-window statutory counterintelligence provisions are reporting duties (P.L. 119-60 Division F sections 6511, 6521 and 6524).

The Government Executive report is kept only for the “five directors to just one” figure the fact sheet does not give; a Secondary source is used only for what the Primary record does not say.
