Move the Security Services Directorate from NCSC to ODNI
Printed page 207 7. Intelligence Community
“Additional “carrots and sticks” from executive order reform language, including moving the Security Services Directorate from NCSC to ODNI with elevated status, may be necessary.”
What has happened
- Not started
Moved the other way, and the Primary record is now in hand. The reorganization that would have been the vehicle for this transfer happened and did not make it. ODNI 2.0, announced 2025-08-20, descoped the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center and the Cyber Threat Intelligence Integration Center into Mission Integration and the National Intelligence Council, sunset the National Intelligence University, eliminated the External Research Council and the Strategic Futures Group, closed the Reston campus and cut ODNI by "nearly 50%"; NCSC survives intact as a named mission center with a narrowed forward mission — "security clearance reform, deterring counterintelligence threats, and oversee investigations and BDA of unauthorized leaks". No Security Services Directorate was moved, and none exists at ODNI: the leadership page and the mission-centers index, read on 2026-09-03, enumerate NCTC, NCSC, the Office of Economic Security and Emerging Technologies, Policy and Capabilities and Mission Integration, and the string "Security Services" occurs nowhere in ODNI's complete 536-item public inventory. Government Executive adds the detail the Primary lacks: NCSC had gone "from five directors to just one" by 2025-09-11, with severe further cuts expected. No executive order, Federal Register document or provision of P.L. 119-60 transfers the directorate.

What was searched, and what didn’t count as evidence
Research notes
- A Federal Register full-text search for “National Counterintelligence and Security Center” since 2025-01-20 returns two documents (a Privacy Act notice, 2025-08-05, and a FAR proposed rule, 2026-02-17); neither reorganizes NCSC. “Security Services Directorate” appears nowhere in P.L. 119-60.
- P.L. 119-60 Division F legislates on NCSC only at section 6701, which adds coordinating agencies and the two Judiciary Committees to the annual NCSC report on CCP influence operations. It does not move any NCSC directorate.
- Corrected on 2026-09-03: the ODNI 2.0 fact sheet does open. https://www.dni.gov/files/ODNI/documents/ODNI-20-Fact-Sheet.pdf redirects to https://archive.dni.gov/files/ODNI/documents/ODNI-20-Fact-Sheet.pdf, which serves the 97 KB PDF; it is now the Primary Evidence on this event and the Government Executive report is kept only for the “five directors to just one” figure the Primary does not give (a Secondary source is used only for what the Primary record does not say). The Status is unchanged: the reorganization moved the record away from this ask.
- This ask is also covered by a single negative search of Executive Order 12333 and the DNI’s authorities.
