Issue a directive ending promotion of the DEI and LGBTQ+ agenda

Done

Printed page 258 9. Agency for International Development

“The next conservative Administration should dismantle USAID’s DEI apparatus by eliminating the Chief Diversity Officer position along with the DEI advisers and committees; cancel the DEI scorecard and dashboard; remove DEI requirements from contract and grant tenders and awards; issue a directive to cease promotion of the DEI agenda, including the bullying LGBTQ+ agenda; and provide staff a confidential medium through which to adjudicate cases of political retaliation that agency or implementing staff suffered during the Biden Administration.”

What has happened

  1. Done

The directive the Quote asks for was issued, addressed among others to the Administrator of USAID: the Presidential Memorandum "Removing Discrimination and Discriminatory Equity Ideology From the Foreign Service" orders the Secretaries to direct all officers and employees not to "while acting in an official capacity, promote, advocate for, or otherwise inculcate support for discriminatory equity ideology", and to strip the Diversity, Equity, Inclusion, and Accessibility Core Precept out of Foreign Service tenure and promotion criteria.

  2. Attempted

Executive Order 14151 directed the termination of all DEI and DEIA mandates, policies, programs, preferences and activities across the Federal Government; Executive Order 14168 directed agencies to remove all statements, policies, regulations, forms and communications that promote or inculcate gender ideology, to cease issuing them, and to end the Federal funding of gender ideology.

Research notes

  • The memorandum is dated March 18, 2025 in the text of the rule that cites it (State’s 2026-01-27 CDEIFA rule) and was posted on whitehouse.gov on March 19; the event is dated to the signing date, as an order is dated from when it was signed.
  • The Quote’s “including the bullying LGBTQ+ agenda” clause is carried by Executive Order 14168’s removal-and-cease directive rather than by the Foreign Service memorandum, which speaks of discriminatory equity ideology as defined in Executive Order 14190.
