P.L. 119-60 section 3112 codifies the two-site structure: the covered projects for the plutonium pit production requirement are defined as the Savannah River Plutonium Processing Facility at the Savannah River Site (Project 21-D-511) and the Plutonium Pit Production Project at Los Alamos National Laboratory (Project 21-D-512). Both sites are named in statute and both are funded, with Weapons Activities appropriated in P.L. 119-74.

NNSA gave notice of intent to prepare a Programmatic Environmental Impact Statement for plutonium pit production covering both production sites, the first step in planning the two-site capability rather than consolidating it.
