Roster check first: `src/data/people.json` has no Current office at USAID; the trail map's only match on "management budget" is Russ Vought at OMB, a different office entirely. Cluster negative search A: "Office of Budget and Resource Management" returns 0 Federal Register documents in the window, no USAID nomination appears in the 119th Congress, and no USAID organizational notice reached the Federal Register. The post went with the agency — "a reduction-in-force of nearly all USAID personnel", per USAID's own notice.
