No Schedule C attorneys were appointed to USAID's Office of the General Counsel. Roster check first, as the plan requires: `src/data/people.json` carries no Current office at USAID or its General Counsel for any of the 322 credited people, and the 119th Congress's 2,077 nominations contain no USAID nomination of any kind (the two International Development records are DFC officers, who are not this office). Cluster negative search A covers the rest. OGC went with the agency: USAID's own notice of 16 September 2025 records "a reduction-in-force of nearly all USAID personnel" and says most record custodians are no longer available.
