   The object is in the asked-for state and no act of this administration is evidenced as having put it there. ODNI's leadership page, read on 2026-09-03, lists under the heading "ODNI Officials" — the DNI's own principal staff — Douglas Cossa, IC Chief Information Officer, alongside Chief Operating Officer John Douglas, IC Chief Financial Officer Tidal McCoy II and General Counsel Jack Dever, which is the whole slate the Quote names. Cossa's ODNI biography on the same page says he "serves as the Intelligence Community (IC) Chief Information Officer (CIO) and the primary Information Technology (IT) advisor to the Director of National Intelligence". Two limits keep the rung where it is. The page is an undated directory: it evidences who sat where on the day it was read, not a dated act of appointment or designation (playbook §5). And the ICCIO has been a statutory ODNI office since the Intelligence Reform and Terrorism Prevention Act, so the arrangement may well predate 2025-01-20 — which would make this an Already-true case rather than an achievement. Nothing read establishes when it began, so `pre_satisfied` is not set either; the honest record is the observed state plus the open question.
