Printed page 227 7. Intelligence Community
“Additionally, the entirety of the PDB staff and production should be located at ODNI.”
What has happened
- Not started
Moved nearby, not delivered. Two ODNI documents now bear on this ask and neither is the transfer the Quote asks for. ODNI's Mission Integration page, read 2026-09-03, states that "the MI directorate leads the National Intelligence Council (NIC) and produces the President's Daily Brief (PDB)" — but it is an undated page describing a long-standing arrangement, not an act inside the window, and it says nothing about where PDB *staff* sit. The ODNI 2.0 fact sheet of 2025-08-20 records a physical consolidation: DNI Gabbard "is closing ODNI's Reston Campus and moving the National Intelligence Council (NIC) to the main ODNI campus. Housing all essential ODNI intelligence functions under one roof will enable savings, greater efficiency and oversight, and integration across the ODNI and IC." That is ODNI consolidating its own analytic production onto one campus; it is not a statement that the entirety of PDB staff and production moved to ODNI, which is what the Quote asks, and it says nothing about CIA-held PDB staff. Federal Register full-text "President's Daily Brief" since 2025-01-20 returns zero documents, and the Intelligence Authorization Act for FY2026, which reorganizes the ODNI in Title LXIV, does not mention the PDB.
- ODNI Fact Sheet: ODNI 2.0 Launch — descoping of the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center and the Cyber Threat Intelligence Integration Center into Mission Integration and the National Intelligence Council; elimination of the External Research Council and the Strategic Futures Group; closure of the Reston campus and relocation of the National Intelligence Council
- ODNI Mission Integration — the MI directorate leads the National Intelligence Council and produces the President's Daily Brief (as observed 2026-09-03 — the page carries no date of its own, so it is dated at the observation and is approximate)

Research notes
- One negative search covered the President’s Daily Brief and analytic-management asks: #585, #601, #602, #603 and #604. The PDB is not a published product and neither its distribution list nor its production arrangements appear in any allowlisted record. That search assumed dni.gov refused to open for us; that was corrected on 2026-09-03: dni.gov redirects to odni.gov, which can be read, as can its feed and its mission-center pages. Only the site search, which refused every query, and the sitemap are shut.
