“After the 60-day review, the President should demand creative thinking and a clear strategy as to how covert action fits within the President’s broader foreign policy strategy, to include possibly modifying or rescinding any current findings, drafting new findings, and streamlining or eliminating needless bureaucracy, particularly at State, to facilitate more expeditious decisions on tactical covert action.”

What has happened

    Nothing found, and the limit on the negative is worth stating with more force than for most items. Retested on 2026-09-03 against ODNI's complete public inventory (the 536-item feed at `odni.gov/feed/`, 2005 to 2026-08-20), which the read-queue row wrongly recorded as unreachable: nothing appears. But this is precisely the class of action that would never appear on a public site, so the negative bounds ODNI's publications and says nothing at all about the underlying instruments. The 60-day review this ask is conditioned on (#552) is itself unevidenced, and no allowlisted source records any covert action finding being modified, rescinded or drafted, or any streamlining of State Department covert-action bureaucracy. Federal Register full-text search for "covert action" since 2025-01-20 returns 0 documents; P.L. 119-60 Division F has no covert-action provision.

  • Findings are classified instruments transmitted to the congressional intelligence committees; the Mandate’s own text acknowledges this. No public record exists at any point.
  • State Department PDFs on state.gov refused to open for us, so a State Department reorganization touching covert-action clearance could not have been read even if announced.
