OECA's enforcement attorneys are still in OECA. The office's page, last updated 2026-08-11, lists an Office of Civil Enforcement with an Air Enforcement Division, a Water Enforcement Division and a Waste and Chemical Enforcement Division, plus a Legal Counsel Division inside the Office of Criminal Enforcement, Forensics and Training. The 2025 reorganization cut ten organizational units inside OECA and centralized its business-support functions, but moved no attorneys to the Office of General Counsel, and OGC's own page still describes OECA attorneys as collaborators rather than colleagues.
