One documented piece of this happened. The FY2026 reorganization addendum says the OECA proposal works in three ways, the second of which is “moving functions that do not align with the law enforcement mission to other appropriate offices in the agency”, and eliminates ten organizational units in the process. The visible instance is EPA's NEPA and Clean Air Act section 309 review program: the Federal Activities Division, which coordinates EPA's review of other agencies' environmental impact statements, now sits in the Office of Policy and Regulatory Management in the Administrator's office, and it is OPRM's Federal Activities Division that issued the June 2026 roles-and-responsibilities guidance. OECA's current office list carries no federal-activities office. What EPA has not published is which staff moved where, and none of the destinations named is a media program office of the kind the Quote's example (Clean Air Act Enforcement Advisor to OAR) describes.

- partial rather than done or not started: EPA states in a budget document that it moved non-law-enforcement functions out of OECA, and one such function is demonstrably now in another office, but no list of moved staff exists and the destination is a policy office in the Administrator’s suite rather than a program office. This is a judgment call.
- The claim that the Federal Activities Division was previously an OECA office rests on its absence from OECA’s current page plus the addendum’s statement; no pre-window EPA organization chart was read.
