What has happened

EPA's litigating and advisory attorneys are still spread across three places. The Office of General Counsel's own page, last updated 2026-06-23, describes OGC lawyers as collaborating “with the Office of Enforcement and Compliance Assurance and regional attorneys”, links separately to the Offices of Regional Counsel, and lists ten law offices none of which absorbed either group. OECA still runs an Office of Civil Enforcement with air, water, and waste and chemical enforcement divisions, and a Legal Counsel Division inside its criminal enforcement office. The FY2026 reorganization addendum, which lists every office EPA restructured, contains no OGC entry at all.
