“The National Operations Center (NOC) within the Office of Operations Coordination (OPS) should absorb those select I&A functions and tactically proficient personnel that need to be maintained (for example, technical support to the National Vetting Center). The remainder of I&A should be eliminated.”
What has happened

The National Operations Center has absorbed nothing and the remainder of I&A has not been eliminated. The office was cut hard -- plans to keep only about 275 staff in July 2025 were paused after stakeholder pushback, and successive deferred-resignation rounds brought it to roughly 700 and then aimed at about 500 -- but it remains a standing DHS component with a Senate-confirmed Under Secretary, confirmed by roll call on 2025-07-31, and it appears in its own box on the DHS organizational chart published 2026-05-19. Downsizing an office is not transferring select functions into the Office of Operations Coordination and eliminating the rest.
