Replace I&A's Intelligence Community role with CBP and HSI representation
Printed page 167 5. Department of Homeland Security
“Intelligence Community: Cooperate in the shrinking or elimination of the I&A role in the IC while replacing it with CBP and HSI representation to the IC.”
What has happened
- Not started
I&A's role in the Intelligence Community is intact and nothing puts CBP or HSI in its place. The office was cut hard through 2025 but survives with a Senate-confirmed Under Secretary for Intelligence and Analysis, confirmed by roll call on 2025-07-31, and it still appears as a component in its own right on DHS's 2026-05-19 organizational chart. No allowlisted source records CBP or Homeland Security Investigations being seated as the department's IC representation, and no Intelligence Community directive doing so was found.

Research notes
Not started; the action that ran the other way is cited as Evidence with the Status. Trail: #424 (attempted, eliminate I&A) and #426 (not started, move surviving I&A functions to the National Operations Center) are the same story read three ways.
- Government Executive 2025-10-07 (read, https://www.govexec.com/workforce/2025/10/dhs-intelligence-office-sent-deferred-resignation-offers-shed-staff-recent-months/408663/) gives the headcount trajectory: plans in July 2025 to keep about 275, paused; about 700 by October; a second deferred-resignation round aimed at about 500.
- The Intelligence Authorization Act for FY2026 rides as Division F of Public Law 119-60, so a search of law titles does not find it; nothing in our reading of it changes DHS’s IC membership.
