Expand the DNI's authority over National Intelligence Program budget execution
Printed page 206 7. Intelligence Community
“Enhance the DNI’s role in overseeing execution of the National Intelligence Program budget under the President’s authority. This should be done in a manner that is consistent with Congress’s intent as embodied in IRTPA.”

Congress moved the other way. Section 6402 of the Intelligence Authorization Act for FY2026 (P.L. 119-60, Division F, enacted 2025-12-18) amends section 102A of the National Security Act to strike the DNI's authority to establish new national intelligence centers and the associated personnel-transfer authority in subsection (e), and strikes "including national intelligence centers" from section 103(c)(15). Nothing enacted or ordered since 2025-01-20 enhances the DNI's role in executing the National Intelligence Program budget; no executive order, and no ODNI instrument on an allowlisted domain.

Research notes
- The instrument this ask names would be an amended Executive Order 12333 or an ODNI directive on NIP budget execution. Neither exists on an allowlisted domain: the Federal Register carries no presidential document mentioning Executive Order 12333 since 2025-01-20, and dni.gov and odni.gov refused to open for us, so ODNI’s own issuances could not be read.
- P.L. 119-60 Division F section 6403 requires the DNI to give Congress a target end-state for ODNI staffing within 120 days — a staffing plan, not a budget-execution authority.
- The statutory change recorded above (section 6402) narrows rather than enhances the DNI’s section 102A authorities, which is why it is carried as Evidence on a not started event: action on the ask’s own subject that moved the other way keeps the Status at not started, with that action attached as dated Evidence.
