What has happened

  1. Not started

    No transfer proposed. The July 2025 USDA reorganization kept the nutrition programs in USDA (the Food and Nutrition Service became the Food and Nutrition Administration on 2026-06-01, reporting to the Secretary of Agriculture), and the reconciliation act's SNAP changes (P.L. 119-21 Title I) amend the Food and Nutrition Act without moving its administration.

  • Joint HHS–USDA work on the 2025–2030 Dietary Guidelines (2026-01-07, see #800) is the statutory shared responsibility under 7 U.S.C. 5341, not a program transfer.
  • Bills in Congress: nothing titled as a transfer of nutrition programs to HHS (a title search for “nutrition programs” with “Health and Human”; the only hit, H.R. 8391, concerns Medicare/Medicaid food coverage). Presidential documents: no reorganization plan or executive order names FNS/SNAP/WIC.
