“The next President should issue a series of executive orders requiring: … A review of outcomes for GEAR UP and the 21st Century grants programs”

What has happened

  1. Not started

No executive order requires a review of outcomes for GEAR UP or the 21st Century Community Learning Centers, and none has been published. Both programs ran normally through the window — the Department invited FY2025 GEAR UP partnership and state grant applications on 2025-06-11 and renewed the GEAR UP application information collection on 2026-06-25 — and Congress funded 21st Century Community Learning Centers at $1,329,673,000 in the Consolidated Appropriations Act, 2026. The nearest thing to a review is Executive Order 14191 §4(b), which told the Secretaries of Education and Labor to "review their respective discretionary grant programs" and report to the President; its subject is expanding education freedom, not program outcomes, and it names neither program.

What was searched, and what didn’t count as evidence

Research notes

  • A search of Federal Register notices, final rules and proposed rules and of White House presidential actions for “gear up” and “21st century” found grant competitions and information collections only. A Federal Register full-text search for “GEAR UP” with “evaluation” — six documents, none an outcomes review. The FY2026 Discretionary Budget Request’s case for eliminating TRIO and GEAR UP is an assertion about the programs, not a review of their outcomes.
  • The same search covered the list of asked-for executive orders on pp. 357–359.
