Permanently move CIA Support and S&T directorates out of Virginia

Not started

Printed page 209 7. Intelligence Community

“In addition, the Director should break the cabal of bureaucrats in D.C. by permanently moving various directorates, such as Support and Science and Technology, out of Virginia and possibly open campuses outside of D.C. where analysts and other experts could contribute virtually.”

What has happened

  1. Not started

Nothing moves the CIA's Directorates of Support or Science and Technology out of the Washington area. The two statutory vehicles that would carry a relocation do not: the Intelligence Authorization Act for FY2026 (Division F of P.L. 119-60) legislates on the CIA without mentioning a directorate move or a new campus, and the FY2027 Act has passed neither chamber. The CIA's entire Federal Register footprint since 2025-01-20 is four notices (an operational-files review and three Privacy Act systems of records), none about relocation, and no bill in the corpus proposes one. The reported CIA reorganizations are internal renamings in Virginia.

No action found yet. This entry is the starting point, not a finding.

Research notes

  • Negative search, 2026-08-27. In the federal records we keep and search: no Federal Register notice from the Central Intelligence Agency since 2025-01-20 concerns relocation (the agency’s notices are Privacy Act systems of records and the operational-files decennial review); no bill in Congress matches “central intelligence agency” relocation; nothing in White House presidential actions. A web search (“CIA relocate directorate out of Virginia Ratcliffe 2025 headquarters move”) returned only internal reorganizations — the Directorate of Digital Innovation renamed Directorate of Mission Systems and the Center for Cyber Intelligence elevated to a mission center (Federal News Network, 2026-06-30, https://www.federalnewsnetwork.com/intelligence-community/2026/06/ratcliffe-details-fundamental-reshaping-of-cia-tech-efforts/ — allowlisted, loaded by title only; a lead for a different ask, not a move out of Virginia).
  • Searched again, 2026-08-27. Checked the two statutory vehicles that would carry a relocation and neither does. The Intelligence Authorization Act for FY2026 (Division F of P.L. 119-60, enacted 2025-12-18) legislates on the CIA in Subtitle A of Title LXV — notification of novel expenditures, security of CIA installations, a workplace-climate assessment, a Chaplain Corps, a procurement technical amendment — and says nothing about moving a directorate or opening a campus; no occurrence of “Virginia”, “relocate”, “headquarters” or “campus” in Division F concerns the CIA (https://www.govinfo.gov/content/pkg/PLAW-119publ60/html/PLAW-119publ60.htm — read). The FY2027 Intelligence Authorization Act has not passed either chamber (S. 4615 reported 2026-08-05; H.R. 9624 ordered reported 2026-07-20). The CIA’s entire Federal Register footprint since 2025-01-20 is four notices: the decennial operational-files review (2025-05-16) and three Privacy Act systems of records (2025-09-16, 2026-01-15, 2026-07-01).
