Place covert-action-experienced transition staff in NSC, CIA, ODNI, DOD posts

   A second of the four agencies now has a documented placement, on ODNI's own record. ODNI's leadership page, read on 2026-09-03, describes Principal Deputy DNI Aaron Lukas as "a seasoned intelligence professional and former CIA Chief of Station" who "has managed sensitive clandestine programs", is "certified in the CIA's most advanced tradecraft and has conducted covert operations"; and Chief Operating Officer John Douglas as having spent "two decades serving as a Paramilitary Operations Officer in the Central Intelligence Agency's elite Special Activities Center", as "Chief of Paramilitary Operations in numerous war zones", and earlier as Director for Sensitive Messaging in the National Security Council's Intelligence Programs Directorate. That is covert-action experience in two key ODNI posts, published by ODNI. It does not carry the item further than `partial` for two reasons the Quote makes central: nothing at the NSC or DOD is documented in-window — Douglas's NSC service is prior service, not a placement — and no allowlisted source establishes that any of these officers came from the transition team, which is the ask's own criterion. The page is an undated directory: it evidences who held these offices on the day it was read, not an act of appointment (playbook §5). The read also settles a read-queue question in passing: ODNI's site did name Dr. William Ruger as Deputy DNI for Mission Integration, in a biography posted 2025-09-15, and as of 2026-09-03 names Dr. Trent Maul as *Acting* Deputy DNI for Mission Integration instead.

   One of the four agencies the Quote names has a documented placement. Michael Ellis, whose CIA-published biography records service as Senior Director for Intelligence Programs at the National Security Council — the NSC desk that carries the covert action portfolio — and as General Counsel of the NSA and of the House intelligence committee, was sworn in as Deputy Director of the CIA on 2025-02-10, a post needing no Senate confirmation. No *comparable* placement — one whose published record is the covert-action portfolio — is documented at the NSC, ODNI or DOD. Other placements at those agencies are documented, and `src/data/people.json` carries several of them: a Deputy Director of National Intelligence for Mission Integration at ODNI, and at Defense/War an Under Secretary for Policy, a General Counsel, an official performing the duties of the Under Secretary for Personnel and Readiness and one performing the duties of the Assistant Secretary for Homeland Defense; none holds a covert-action post or carries a covert-action record, which is what the Quote asks for. Nothing at all is documented at the NSC. And no allowlisted source establishes that any of these officers came from the transition team.
