The office exists — PDDNI Aaron Lukas's biography on the same page describes him as "a former Chief of Staff at the Office of the Director of National Intelligence" — but the page omits it rather than listing it vacant, which is the weaker of the two forms of directory negative (playbook §5). The DNI himself changed on 2026-08-03, Jay Clayton succeeding Tulsi Gabbard. A front office with two Acting principals and an unpublished Chief of Staff is not the settled hand-picked slate the Quote asks for, so the item stays at `partial` rather than climbing. **Unassessed clause:** the Quote asks that the personnel be "qualified, properly cleared", which names qualities of a person, and this site does not assess an appointee's personal qualities (GLOSSARY.md, *Unassessed clause*). ODNI's own biographies, published on its site, show the front office staffed with hand-picked appointees brought in from outside the career IC: Dennis Dean Kirk as Chief Operating Officer — "responsible for the strategic management of the ODNI", previously Senior Advisor to DNI Gabbard, Associate Director for Personnel Policy at the Heritage Foundation and a three-Congress nominee as Chairman of the Merit Systems Protection Board — and Dr. William Ruger as Deputy DNI for Mission Integration, previously President of the American Institute for Economic Research and Vice President at the Charles Koch Institute. Both are front-office and managerial leadership positions of the kind the Quote describes and neither needs Senate confirmation. Capped at `partial` under the enumerated-limb rule: the Quote names three posts by title — the DNI's Chief of Staff and the heads of Legislative Affairs and Strategic Communications — and no allowlisted record names an occupant of any of the three.
