Prioritize FEC nominations as commissioners' terms expire

Attempted

Printed page 865 29. Federal Election Commission

“The President should prioritize nominations to the FEC once commissioners reach the end of their terms.”

What has happened

  1. Attempted

Two nominations were sent to the Senate — Ashley Stow for Trey Trainor's seat and Andrew Woodson for Allen Dickerson's — and referred to the Rules and Administration Committee, where both were still pending on 2026-09-01. They are the first FEC nominations of the 119th Congress and they came four months after the Commission lost its quorum: Cooksey left in January 2025, Weintraub in February 2025, Dickerson in April 2025 and Trainor in October 2025, and the two remaining commissioners cannot muster the four votes the Commission needs to act. Two of the four vacancies still have no nominee.

Research notes

  • Same instrument and same Evidence as #2218; the Quotes ask different things (this one is about timing, #2218 about the nominees’ views) and each carries its own note.
  • attempted rather than partial or done: a nomination is a concrete step that has not changed anything until the Senate confirms. Neither nominee has had a Rules Committee vote.
  • The Senate half, measured from the committee’s own record (2026-09-03, read-queue ticket 04), and it reads worse than “still pending”. https://www.rules.senate.gov/hearings/nominations shows referral as the last action on both nominations as at 2026-09-03 — just under seven months after they were received on 2026-02-11. And the committee has held no nomination hearing at all this Congress: its filterable hearings list (https://www.rules.senate.gov/hearings, read 2026-09-03) has five entries in total for the 119th Congress — a Business Meeting on 2025-12-11, a postponed Business Meeting, the Joint Committee of Congress on the Library and the Joint Committee on Printing organizational meetings (both 2025-03-11), and an Executive Session Business Meeting on 2025-02-25. Nothing after 2025-12-11, and not one event of the “Nomination Hearing” type, which is a type the committee’s own filter offers and which its 118th-Congress entries populate. The same page shows what a completed FEC nomination looks like: Broussard, Cooksey and Dickerson all reaching “Confirmed by the Senate by Yea-Nay Vote” with record vote numbers in December 2020.
  • Under the Requires-Congress ladder referral is not a rung, so the Senate’s inaction does not move the Status either way. It belongs in the note because “prioritize” is the verb the Quote uses, and on the Senate side the record shows the opposite. The hearings list is undated as a page, so it is recorded here as a negative search read 2026-09-03 rather than as Evidence.
  • The FEC’s own commissioner list supplied the departure dates (https://www.fec.gov/about/leadership-and-structure/commissioners/, read 2026-09-01); it is an undated living page, so it is a finding aid, not Evidence.
