“The agency should accelerate the review of Congressional Notifications within LPA and publish all CNs and congressional reports.”

What has happened

  1. Not started

No Congressional Notification is published by USAID or by the Department of State. Cluster negative search A: "Congressional Notification" with "foreign assistance" returns 27 Federal Register documents in the window, all arms-sales notifications, atomic-energy assistance or grants-management rules, none a published USAID CN; P.L. 119-75 keeps CNs as a committee notification procedure (§7015) rather than a public document. State does publish congressional reports — the SFOAA §7019(e) index at `state.gov/fy26-state-and-foreign-operations-appropriations-act-sfoaa-reports/` carries 222 unclassified reports, with FY24 and FY25 editions beside it — but that is a statutory Department practice that predates the window and is not USAID publishing its own reports, and LPA, the office the Quote tasks with accelerating CN review, was dissolved with the agency.

What was searched, and what didn’t count as evidence

Research notes

  • The SFOAA report index is the nearest thing in the record to the second half of the ask and is worth naming: it is browsable, dated and complete for FY24–FY26. It is not evidence for this ask because it is neither new nor USAID’s.
