Cap LPA at 10 percent of USAID's Administratively Determined appointments
Printed page 272 9. Agency for International Development
“The next conservative Administration should invest no more than 10 percent of USAID’s allocation of Administratively Determined politically appointed positions in the Bureau for Legislative and Public Affairs.”
What has happened
- Not started
No allocation of USAID's Administratively Determined political appointments was published and no ceiling on the Bureau for Legislative and Public Affairs' share of them was set. Cluster negative search A: "Bureau for Legislative and Public Affairs" returns 0 Federal Register documents in the window; no USAID appointment appears in the 2,077 nominations of the 119th Congress (the only two International Development records are DFC officers); and `src/data/people.json` carries no Current office at USAID for any of the 322 credited people. The Bureau itself went with the agency — USAID's 16 September 2025 notice records "a reduction-in-force of nearly all USAID personnel". A cap on political appointments inside a bureau that no longer exists was never set and can no longer be.
- USAID notice, Freedom of Information Act "Still Interested" Inquiry — records "the ongoing reorganization of USAID operations in 2025, including the transition of certain foreign assistance functions to the Department of State and a reduction-in-force of nearly all USAID personnel"
- Marco Rubio, "Making Foreign Aid Great Again" (State Department Spanish text): from 1 July 2025 USAID officially ceases to implement foreign assistance, which passes to the Department of State

Research notes
- This ask cannot be verified by its nature: an internal allocation of AD slots has no public instrument at any point, so the negative search bounds what could ever have been found.
Reviewed 2026-09-06. The open question was the Department’s own statement of the 2025-07-01 cessation date, so that the abolition Evidence here would match the rest of the Chapter 9 items rather than resting on the Federal Register notice alone. state.gov can now be read, and the statement was read: Secretary Rubio, “Making Foreign Aid Great Again”, dated 1 July 2025 — “A partir del 1 de julio, USAID dejará oficialmente de implementar asistencia exterior. Los programas de asistencia exterior que estén alineados con las políticas de la Administración … serán administrados por el Departamento de Estado.” It is added above as a second citation; the Status is unchanged and the reasoning behind it is untouched. A control test confirmed that the page opened was a real read of state.gov.
