Reduce USAID mission footprints in the Middle East
Printed page 274 9. Agency for International Development
“USAID should undergo operational changes to secure better development outcomes by reducing its missions’ footprints in the Middle East given that most personnel in the region are unable to leave their highly protected and expensive compounds and carry out their oversight functions.”
What has happened
- Done
USAID's own Federal Register notice confirms it in Primary form: the 2025 reorganization, the transition of certain foreign-assistance functions to State, and "a reduction-in-force of nearly all USAID personnel", with most subject-matter experts and record custodians no longer available.
- Done
USAID ceased implementing foreign assistance and its overseas missions closed — the Middle East ones with all the others. The Quote asks that the missions' footprints in the region be reduced; they went to zero. Following the ticket-12 reading of #642, overshooting a directional ask in the direction asked is delivery, not substitution.
- Attempted
State and USAID notified Congress of a reorganization realigning certain USAID functions to the Department by 1 July 2025 and discontinuing the rest. The overseas footprint had not yet changed.

Research notes
- The Quote’s reasoning — that Middle East mission personnel cannot leave their compounds to carry out oversight — is not what drove the closure, and the oversight function the Quote wanted improved moved to Department bureaus rather than being redesigned. done on the object (the footprint), with the reasoning unmet; recorded in Judgment calls.
