“USAID should intensify its bilateral relationships with pro–free market Japan, Australia, South Korea, and India so that they can jointly advance private-sector solutions to secure financing for power generation, infrastructure, digital connectivity, investment and trade expansion, and other economic activities.”

State's Indo-Pacific foreign-assistance fact sheet records the Quad Ports of the Future Partnership, launched in October 2025 by the United States, Australia, India and Japan "to support quality port infrastructure development across the Indo-Pacific", and Australia and the United States partnering with Papua New Guinea on the Lae industrial and port hub; the Department's stated approach is that Indo-Pacific assistance "is going to be about private sector growth … about catalytic investment". Three of the four partners the Quote names, on infrastructure and investment. South Korea does not appear; power generation and digital connectivity are not joint programs with these partners; and the relationships are the Department's, USAID having ceased to implement foreign assistance on 1 July 2025.
