The General Board has not been reestablished and no Navy body holds final decision authority over ship requirements documents — but the record moved nearby, and the Navy's own FY2027 Shipbuilding Plan (read in full 2026-09-06) is where the movement is. Its 'Changing How We Do Business' section announces a requirements reform that puts authority somewhere else entirely: Portfolio Acquisition Executives, of which the Department stood up seven between December 2025 and May 2026 (RAS, Industrial Operations, Marine Corps, Maritime, Mission Systems, Strategic Systems Programs, Undersea), each empowered through Capability Trade Councils to make trade-offs across cost, schedule and performance; Direct Reporting Portfolio Managers for Submarines and for RAS answering to the Deputy Secretary of War and to the Under Secretary of the Navy respectively; and an Amphibious Force Readiness Board chaired by the VCNO and the ACMC that meets quarterly on amphibious readiness. These are acquisition and readiness bodies with portfolio scope, not one board with final say over all requirements documents for ships and the major systems fielded on them. The General Board was abolished in 1951; nothing has reestablished it. The requirements authority the Quote wants it to hold is being reworked — through the Joint Requirements Oversight Council above the Navy, and through Portfolio Acquisition Executives and the DCNO for Warfighting Requirements and Capabilities (N6N9) inside it — but never into a single board of the kind the Quote describes.
Correction, 2026-09-06. This log used to rest its negative on the claim that “every navy.mil and donrco.navy.mil page we tried refuses to open” — an unsourced negative resting on a false statement about a host. The bare hostname navy.mil does not resolve; https://www.navy.mil/ can be read. The negative now rests on an enumeration of www.navy.mil made on 2026-09-06.
A false lead to know about. “General Board” is live Navy vocabulary for something else: MyNavy HR’s career-management menu carries a General Board Info page under Boards, and it means the enlisted and officer selection boards, not the interwar body this Quote is about. A keyword hit on navy.mil or mynavyhr.navy.mil is far more likely to be a promotion board than the General Board of the Navy.
How far the negative reaches: strong about the Navy’s published strategy, budget, press output and message traffic; weak about its unindexed instruction library, since the DON Issuances site at www.secnav.navy.mil/doni/ serves no instruction numbers that can be read (996 KB of page code, 2 KB of prose) and its data feed refuses connection. A body created by SECNAV instruction alone would not necessarily be visible to any of the searches above — though a reestablished General Board with final authority over all ship requirements would be an odd thing for the Department to leave out of a 60-page shipbuilding plan whose central theme is requirements reform.
