Increase production and stockpiling of critical munitions and repair parts

Partially done

Printed page 109 4. Department of Defense

“Immediately increase the production and stockpiling of critical munitions and repair parts.”

What has happened

  1. Partially done

The FY2027 President's Budget makes rapidly procuring twelve critical munitions "one of DOW's highest funding priorities" and asks for $350 billion in mandatory resources partly for "increasing access to critical munitions and further expansion of the defense industrial base." A third round of money, requested rather than enacted.

  2. Partially done

The FY2026 NDAA sec. 361 requires the munitions production levels that meet the Out-Year Unconstrained Total Munitions Requirement to be built into the Department's planning, programming, budgeting and execution process, informed by letters of offer and acceptance for foreign military sales, and sec. 364 requires a report on the critical munitions needed for simultaneous conflicts. Production is now tied to a requirement in statute; no stockpile level has been reported met.

  3. Partially done

Public Law 119-21 sec. 20004 appropriates roughly $25 billion through FY2029 for munitions and defense supply chain resiliency, including $1 billion for next-generation automated munitions production factories, $600 million for the solid rocket motor industrial base, $250 million to expand penetrating munitions production, $100 million for small and medium ammunition and $2 billion for the National Defense Stockpile of critical minerals. It also carries $30.3 million for the repair of Army missiles and $103.3 million to expand a depot maintenance facility — the repair-parts half of the Quote, at a hundredth of the scale.

Research notes

The same three instruments as #147 (replenish stockpiles depleted by Ukraine), read here for the production-and-stockpiling ask rather than the replenishment ask. Repair parts, unlike munitions, get almost nothing.

This item sits in the page 108–110 Army cluster (#189, #190, #191, #193, #194, #195, #196), whose shared instruments are Public Law 119-21 title XX, the FY2026 NDAA and the FY2026 Department of Defense Appropriations Act (Public Law 119-75, division A) — the first full-year defense appropriation of the window. One search covered the whole cluster.
