The reevaluation the Quote asks for did take place — the administration considered splitting the dual hat and decided against it — but every account of it is on an off-allowlist trade publication, and Congress then fenced the question. This is the narrower twin of #240 (separate USCYBERCOM from the NSA, not started), which turned up the same sources.
