Refocus NCTC on integrative tasks and end duplicative analysis

Not started

Printed page 219 7. Intelligence Community

“An incoming Administration should focus NCTC on integrative tasks, many of which cannot be carried out elsewhere in the IC, but should not use personnel and resources for redundant analyses that duplicate the work of such other IC entities as the FBI and CIA.”

What has happened

  1. Not started

Eighteen months of NCTC's own published record, and it runs the other way on both limbs. ODNI's complete RSS inventory (536 items back to 2005) carries twelve NCTC items inside the window, and their subject is operational support rather than the narrowing this ask describes: NCTC "provided critical intelligence support and coordination for U.S. Central Command's successful transfer of more than 5,700 ISIS detainees from Syria to Iraq" (2026-02-18), and before that supported arrests of a Sinaloa cartel boss (2025-10-21), a cartel narcotics trafficker (2025-08-06), a trafficking ringleader (2025-09-24), a Mexican drug and human trafficker (2025-12-22), and joined a Homeland Security Task Force fusion cell against "foreign terrorist gangs and cartels" (2025-10-24). On the integrative limb, coordination with the Departments of War and State is arguably the integrative work the Quote endorses, and it was not the product of any decision to refocus — ODNI's release credits "NCTC's decades-worth of consistent, accurate intelligence assessments". On the anti-duplication limb the record is squarely against the ask: NCTC published its own analytic product on al-Qaida threat calls in September 2025, ODNI reissued nine NCTC systems-of-records notices in February 2026, and Joe Kent was installed as Director on 2025-07-31. No instrument narrows NCTC's analytic role or ends any analysis as redundant. Moved nearby and, on the second limb, moved the other way.

  2. Not started

Moved nearby, in a different direction. The ODNI 2.0 restructuring can now be tested against this ask — its fact sheet and launch release are readable — and it delivers the Quote's anti-duplication limb everywhere except at NCTC. The Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center and the Cyber Threat Intelligence Integration Center were each descoped expressly as redundant because "elements within the National Intelligence Council already monitor" their subjects, with their core functions integrated "into ODNI's Mission Integration (MI) and the National Intelligence Council (NIC)". NCTC itself was not descoped: it survives as one of ODNI's named mission centers, and the only thing the fact sheet says about its forward mission is that it "is building capability to increase two-way information sharing between Federal, State, and local law enforcement to secure our borders and communities" — a refocus toward domestic law-enforcement information sharing, not toward the IC-integrative role the Quote describes, and silent on the duplicative-analysis limb. As observed 2026-09-03 NCTC has an Acting Director, Joseph Weirsky. Progress is measured on this ask: the anti-duplication principle was applied to three other centers, not to this one. Federal Register full-text "National Counterterrorism Center" since 2025-01-20 returns one document, a NARA records-schedule notice, and the phrase does not appear in the enrolled text of P.L. 119-60, whose Title LXIV reorganizes the ODNI without touching NCTC.

Research notes

  • The ODNI restructuring is also recorded at #575 in this chapter, on Secondary evidence (Just Security) for the Foreign Malign Influence Center. The Primary is now in hand and #575 could carry it too.
  • Corrected on 2026-09-03: dni.gov can be read. It redirects to odni.gov, which opens, and the ODNI 2.0 fact sheet redirects to https://archive.dni.gov/files/ODNI/documents/ODNI-20-Fact-Sheet.pdf, which serves the PDF.
  • What the fact sheet still does not say is anything about NCTC’s analytic role, which is the half of this Quote that matters most.

Reviewed 2026-09-06. ODNI’s newsroom and the ODNI 2.0 announcement had already been reached. What this review adds is the census: ODNI’s own site search refuses every query, but its RSS feed (odni.gov/feed/), an 848 KB inventory of 536 posts and downloads going back to 2005, is small enough to read end to end. Filtering it for NCTC gives twelve in-window items, listed in the second event above; filtering for “classification authority” gives none; filtering for “National Intelligence University” gives none, which answers the same question for #566 as well. The answer to “did the restructuring refocus NCTC?” is no, and it is now a complete answer rather than an absence — ODNI published on NCTC twelve times in the window and never once about its analytic scope.
