Printed page 218 7. Intelligence Community

“Reinstitution of the National Security Higher Education Advisory Board and the National Security Business Alliance Council should be prioritized with leadership from the NCSC, the FBI, or a combination of both entities.”

What has happened

  1. Not started

Neither body was reinstituted on any allowlisted record, and the ODNI half of the negative is now taken from a complete enumeration rather than from a 403. ODNI's own RSS feed was read in full on 2026-09-03 — 536 items spanning 2005 to 2026-08-20, the complete public inventory of ODNI releases, reports, remarks and Intelligence Community Directives — and the words "Higher Education" occur in it zero times; neither the National Security Higher Education Advisory Board nor a National Security Business Alliance Council appears anywhere on the site, at any date. Federal Register full-text search for "National Security Higher Education Advisory Board" since 2025-01-20 returns nothing, and neither the Board nor the National Security Business Alliance Council appears in the Corpus of presidential actions, Federal Register documents, enacted laws or bills, or in the enrolled text of P.L. 119-60. The FBI half of the negative was closed on 2026-09-06 by reading fbi.gov in a browser: the Bureau's own site search, which matches acronyms as exact tokens, returns three documents for NSHEAB (2013, 2014 and 2019) and two for NSBAC (2013 and 2014), nothing dated inside the window; and the FBI's Partnerships page, which lists the Domestic Security Alliance Council, InfraGard and the other standing public-private bodies, names neither board as observed on 2026-09-06.

Research notes

  • An ask to reinstate bodies that have no public instrument. It is covered by a recorded single negative search of the counterintelligence asks on p. 218.
  • Corrected on 2026-09-03: dni.gov can be read — it redirects to odni.gov, which opens, and ODNI’s RSS feed carries its complete public output. The ODNI-side negative is therefore settled.
  • FBI side settled 2026-09-06, in a browser. fbi.gov refused every automated attempt to open it but opens in a browser. Its site search matches any of the words, so a quoted phrase is useless — “Higher Education Advisory Board” returns 2,798 items — but an acronym is matched as a whole word: “NSHEAB” → 3 results (2013-09-05, 2014-05-13, 2019-11-19), “NSBAC” → 2 (2013-09-05, 2014-05-13). Nothing in the window mentions either body. The FBI’s Partnerships page lists DSAC, InfraGard, the NCFTA, IC3 and the task forces and neither board, which is the Evidence now on the not started event; an undated page like this is dated on the day it was observed.
