EO 14162 section 3(c) directs the U.S. Ambassador to the United Nations, with the Secretaries of State and the Treasury, immediately to cease or revoke any purported financial commitment made by the United States under the UN Framework Convention on Climate Change, and section 3(e) revokes and rescinds the U.S. International Climate Finance Plan with OMB guidance to rescind all frozen funds. Section 3(a) withdraws from the Paris Agreement itself, the unratified instrument the Quote names.
