Reinstate SO 3348 on the federal coal moratorium
Printed page 522 16. Department of the Interior
“the new Administration must immediately reinstate the following Trump DOI secretarial orders: … SO 3348: Concerning the Federal Coal Moratorium”
What has happened
- Partially done
The moratorium SO 3348 lifted has been lifted again, but by rulemaking rather than by reinstating the order. Interior announced on 2025-04-08 that it would "officially end its moratorium" on federal coal leasing, and on 2025-04-15 BLM published the rescission and termination of the environmental impact statement analyzing the Jewell moratorium. Lease sales followed in Utah, Montana and Alabama. SO 3348 itself has not been reinstated: Interior's Secretary's Orders library carries no page for it, and no order in the series revives it.

- Interior press release: The Department of the Interior Moves to Restore Coal Industry — Interior "will officially end its moratorium on coal leasing"
- Interior ELIPS Secretary's Orders library — the published series runs to SO 3453 and carries no page for SO 3348, 3349, 3350, 3351, 3354, 3355, 3358, 3360, 3385 or 3389

Research notes
SO 3348 (March 29, 2017) lifted the Jewell coal-leasing moratorium; SO 3398 revoked it in 2021. The moratorium is gone again, by a different route — see #1470, which owns the coal-program trail.
